Paré+ recommended Momentum to LPF Immobilier to undertake a traffic study mandate for a 23-unit residential development project located at the intersection of Julien Avenue and Route 132 (Hébert Boulevard) in Salaberry-de-Valleyfield. The impact of the scheme on the current geometry of the intersection raised questions for the City and the Ministère des Transports du Québec (MTQ), owner of the Route 132 right-of-way.
After conducting an analysis of nearby attractions and accidents in the area, Momentum quantified current and projected trips using MTQ count data on Route 132 and trip generation on Julien Avenue. This data was used to inform a static analysis using the PICADY software. Momentum validated the intersection’s geometry and stopping sight distances against the TAC (Transportation Association of Canada), the MTQ and the City of Salaberry-de-Valleyfield standards. Momentum also made recommendations regarding active travel connections to Route 132 in order to improve the accessibility to the bike path and the existing bus stops. Momentum submitted an advisory note for consultation to the City of Salaberry-de-Valleyfield and the MTQ, which was ultimately sufficient to obtain the necessary authorizations for construction.
